Traditional instruction rewards students for learning set rules and procedures and getting correct answers, but it does little to develop real understanding of mathematical concepts.
Standards-based and inquiry-based instruction seeks to do much more than just help students "get the right answer." Instead, inquiry-based instruction views math as "the science of pattern and order." Investigations and programs like it seek to have students find and understand those patterns and order from their very first days in school.
